Roy Eugene Millison is the son of Leslie Kenneth Millison (Sr.) and Effie Helen Jacobson. He was born in 1926 in Kansas.

On 27 Sep 1950, he married Billie Marie Gigax in Canal Zone, Panama. She was born 31 Oct 1927 in Protection, Comanche, Kansas and died 21 Jul 1987 at age 59 in Pratt, Pratt, Kansas.
